Supply Chain and Contract Management Engineer - Oil & Gas Industry

<Position Objective/Expectation >
To support the Supply Chain and Operations Cost Control Manager in all aspects of the supply chain for operations activities but focus on supply chain planning and post-contract management. The incumbent is also involved in the whole process of operations tendering.

<Job Responsibilities>
- Overall Contracting Strategy (OCS)/ Annual Procurement Plan (MPP)
+ Generate OCS/MPP for Operations Technical Support Services (OTSS) from approved Procurement Status Register of the previous year
+ Work with cross departments to conclude OTSS OCS /MPP
- Procurement Status Register (PSR) and Report
+ Generate PSR from the approved OCS, then generate annual Procurement S Curve
+ Weekly update to provide input to various reports such as weekly procurement report, monthly OTSS report, quarterly operations meeting
- Vendor List Set Up
+ Support BU in the development of the workflow for new vendor registration to company company-approved vendor list
+ Support BU in the development of the evaluation criteria for new vendor application
+ Be the OTSS focal point in the evaluation of new vendor applications and assist the procurement team in shortlisting the Bidder List for specific packages (if any)
+ Search for a new vendor who can supply the required material/services
- Operations tendering: be responsible for the whole tender process (i.e. from Tender Plan preparation until contract signing) for assigned packages, especially for frame price agreement with manufacturer.
- Post Award Contract Management:
+ Maintain and update the Contractor performance database
+ Maintain and update the Procurement Cost Saving database
+ Be the coordinator for procurement meetings/events if any

<Necessary Skill / Experience >
・Education: Bachelor’s Degree
・Language: English - Business Level
・Experience:
+ At least 5 years of experience working in supply chain and contract management role in oil and gas industry.
+ Having certificate and depth knowledge in Vietnamese tender law.
+ Having experience in dealing contract with foreign contractors.
